This Guideline supports providers to comply with the Ministry of Health’s (the Ministry’s) Outcome Agreement and service specifications for services, including residential, children’s support services, foster care and contract board. In 2013 the Ministry published an independent review, Putting People First: A Review of Disability Support Services Performance and Quality Management Processes for Purchased Provider (#4290). In line with both the New Zealand Disability Strategy (Minister for Disability Issues 2001) and the United Nations Convention on the Rights of Persons with Disabilities 2006 (UNCRPD, which New Zealand ratified in 2008), the Ministry supports a culture that values and respects disabled people as full citizens of our community. The Ministry has a zero tolerance of abuse of disabled people who are receiving Ministry-funded disability support services. (From the report).
