These Harmful Sexual Behaviour Service Guidelines (“Guidelines”) are for providers the Ministry of Social Development (“the Ministry”) contracts with to provide harmful sexual behaviour services to non-mandated adults (“HSB services”).

Non-mandated adult clients are those clients who have not been directed to attend a service by the court. Outcome Agreements with providers of HSB services require that they are delivered in accordance with these Guidelines. The Guidelines form part of the Outcome Agreement. (From the document).
