Expert Panel final report : investing in New Zealand's children and their families Modernising Child, Youth and Family Expert Panel: final report Modernising Child, Youth and Family Expert Panel. Paula Rebstock (Chair) - Wellington, New Zealand : Ministry of Social Development, 2015 - electronic document (302 pages); PDF file: 9.48 MB

Report dated December 2015 (publicly released 7 April 2016)

This report sets out recommendations for a future operating model for Child, Youth and Family (CYF), including the systems, structures and future investments needed to provide better lives for our children and young people. In July 2015 the Expert Advisory Panel delivered an Interim Report, establishing a foundation review of the current operating model, engaging with children, young people
and front-line staff, and developing the principles, purpose and objectives of the future system for vulnerable children. The Interim Report found that the current system is failing to provide the safe, stable and loving care that children need, and is not supporting them to fulfil their potential as adults. (From the Executive summary). The Government's response including media releases, Cabinet papers and a proposed timetable for implementation of changes to Child, Youth and Family can be found on the website - follow the link.
