This paper provides options and recommendations on the structure and associated investment required to establish a Children and Young People’s Commission that strengthens system level advocacy for all New Zealand children and young people, enhancing the functions of the current Office of
the Children’s Commissioner. This is a new entity to take effect 1 July 2023.
This document relating to the establishment of the Children and Young People's Commission on 1 July 2023 were proactively released by Carmel Sepuloni, Minister for Social Development and Employment on 23 June 2023 along with the Cabinet paper and the Cabinet Social Wellbeing Committee Minute which endorsed the implementation of Model 2 organisational model, as set out in the paper under SWC-23-SUB-0044 and this document.
