A rapid review of Oranga Tamariki Youth Justice and Care and Protection residences has been released. The review was commissioned by former Police Commissioner Mike Bush at the request of the Oranga Tamariki Chief Executive, and undertaken by a small independent team.

The rapid review focused on secure residences and a sample of community homes. The report examines the following areas and suggests significant high-level changes and improvements:

- People, culture and leadership capability.
- Employee life cycle.
- Associated frameworks, processes and systems.
